Some reports say it's back and from the office I can access the home page, although from my condo (which I assume is on a different network) YouTube still remains blocked by Thailand's Ministry of Communications and Technology.
The problem as I understand it is the Government has to communicate its intentions to a number of providers, all of which operate at different levels of efficiency. There's no single button that can be pressed (or program initiated) that allows access for everyone.
It's coming back, but it's not fully back quite yet.
