REVERSE PSYCHOLOGY?

The Bangkok Post is reporting that Assistant army chief and deputy secretary general of the Council for National Security (CNS) Gen Anupong Paochinda has asked anti-dictatorship groups not to stage protest rallies in Bangkok’s business centre areas. He says it will be 'difficult to control mobs' and will have a 'negative effect on business and economic confidence'.
Unless I am mistaken that's exactly what the protesters would like to achieve. To me he's just told them how they can cause the most damage. Is this an example of reverse psychology or is more of a gaff?
