TOUGH LAWS; SURELY JUST BEING FAIR ?

There's a comment piece in The Nation (again) today about the ongoing Thaksin / Manchester City / alleged corruption story. One part of this claims that the ousted Prime Minister may be the subject of an extradition request if he refuses to return to Thailand to answer charges against him.
The article claims the UK has 'rather tough laws that favour the defendants'. Surely it's about being fair and only proceeding against someone when there is sufficient evidence? If the Thai Government ultimately cannot produce enough evidence then that's down to them, and not down to British laws.
